Why It Starts With Trust The System is Broken Up until now, the workers' compensation healthcare system was controlled by the insurance companies and third party administrators. The insurance industry determines job classifications which, in turn, dictate the premiums paid by the businesses. There are no incentives to classify jobs into less expensive categories -- the higher the premium, the higher the commissions earned by the insurance agents. Meanwhile, the insurance industry also controls how much is paid to the doctors who treat injured workers. They not only control the fees the doctors must pay to the insurance carrier, but they also control how much the doctor can even charge the patient. Trust in the system has been lost.
